Our Founder

Elsie’s career in insurance has been a calling. For over three decades, she has developed as an insurance professional at a large multi-national insurance organization; growing, developing and experiencing many successes, while also enduring through challenging times. Elsie has firmly established herself in the market as an outstanding insurance professional who first and foremost cares about what her clients need. This very principle of providing needs-based solutions earned her acclaim from clients, and gave her a firm footing in both the personal and corporate insurance spaces.

Armed with her vast knowledge and experience, Elsie’s strength has been to consistently deliver not just distinctly personalized financial solutions, but also high-quality professional aftercare to her clients in all aspects of the insurance process. Earning the trust and confidence of the people she has assisted, coupled with her all-rounded and extensive experience, gave Elsie a strong foundation in establishing her own financial advisory firm.

Elsie’s vision for EL-Mandate is to be the premier financial advisory firm in the region, providing stellar products and services to under-represented market segments. For example, Elsie believes that the Small and Medium-sized Enterprise (SME) segment remains under-served, with access to less sophisticated financial solutions and lower quality aftercare when compared to their MNC brethren. Elsie aims to change the landscape for these under-represented segments, providing tailored financial solutions with a personal touch, regardless of the type or background of the client.

Over the years, Elsie has mentored and coached numerous financial advisors. She believes in grooming and developing a team of responsible and competent financial advisors who can provide responsive, quality-led support to meet the needs of the firm’s growing clientele base. Elsie intends to slowly but surely build a legacy for future generations to serve the people’s insurance needs as she has always advocated and practiced.


As a top Financial Services Director and/or Manager over the years, Elsie has garnered many achievements. She has consistently attained the highest honor as a member of the Million Dollar Round Table since 1986, culminating in the Court of Table accolade in 2015. Her entry into the corporate insurance sphere also clinched her the top award for Corporate Solutions as Top District Director/Manager since 2002. In 2015 and 2016, Elsie achieved the prestigious Corporate Solutions Masters award for the Pan-Asian region.

Mr Michael Palmer

Our Independent Director

As our Independent Director, Michael brings to the fore many years of experience in public engagements and directorships. He has close to 22 years’ of experience in civil and commercial law. A graduate from University College London, University of London in 1992, he was called to the Bar in England and Wales in 1994. A year later, he was admitted as an Advocate and Solicitor of the Supreme Court of Singapore.

Michael’s main areas of practice are corporate and commercial litigation, arbitration and dispute resolution, employment law, defamation law and the law relating to clubs and associations. In addition, he has acted for various professionals and professional firms that have been involved in potential negligence actions and disciplinary proceedings.

He also currently advises various clubs and associations in Singapore, a role that requires him to provide counsel on their constitution, rules and regulations and internal dispute resolution procedures.

Professional Experience

At present, Michael is Director at Quahe Woo & Palmer LLC, a position he has held since 2013. Prior to this appointment, he was an Equity Partner at Harry Elias Partnership from 2001 to 2013. He first started practicing as a lawyer in Harry Elias Partnership in 1995. Michael also holds key directorships as Vice-Chairman, Institutional Discipline Advisory Committee 1, Ministry of Home Affairs, and is also a board member of the Singapore Olympic Foundation.
